Jeweler's Saw
I originally thought this was some sort of ancient, steam-powered children's jig saw (to go along with a steam-engine-powered drill press, perhaps?), but I've since been informed that it's a Jeweler's Saw, which is usually powered by a foot pedal.
Cast iron and hard wood, about 10" long, clamps to a table top. Works well, too.
